Dinkins is a retired United States Air Force Captain who served as the Director of Personnel for the New Jersey Air National Guard State Headquarters (NJANG), McGuire Air Force Base, New Jersey, and also as Program Manager at the Air and Space Basic Course School (ASBCS), Maxwell Air Force Base, Alabama. Dr. Dinkins founded OR Business Consulting which caters to small businesses that have failed in their first five years and seeks to assist them in their restructuring efforts. She is the author of Organizational Restructuring and Job Growth: A Predictive Correlational Study which has been published in the University of Phoenix’s library via Pro Quest. Dr. Dinkins lives in New York, New York, with her family.
